I am aware that you can make particle lists from Hex lists as in discussed in manual.
Is there a way to make particle list from Tet Mesh?

You can use GenerateFromFineTetMesh, as in LdpmModelGenerator.

One more question. For LdpmModelGenerator, is it possible to use GapScalingFactor while generation?
I tried to use the command inside LdpmModelGenerator and GenerateFromFineTetMesh, but it always gives me an error.

In version 2017.06.00, GapScalingFactor is added for GenerateFromFineTetMesh, among other generation methods.
